Unlimited is an unofficial format that allows any card from the entirety of the Pokemon TCG's history , right the way back to Base Set through to today, while Legacy is a currently digital-only format using cards from 2012 at the very earliest
(2023-11-10) Phasing out doesn't cause any "leaves the battlefield" abilities to trigger
Personally, I quite like it, and I think its a clean way to codify modal spells/additional costs onto a card, although I feel like the keywords flavor might tie it to the set a little bit too much, which could end up being a shame
